Sorry to reply to my own post, but I did find the answer finally....

Programs that you want to start anytime a KDE session is started, regardless of user needs to be placed in: /usr/share/autostart

Programs that you want to start only for a particular logged in user need to be placed in: ~/.kde/share/autostart

I wish this were standardized across all the DEs.  I also wish they could extend it to encompass groups (start a bill minder if you are part of the accountspayable group).  Neither desktop environment does a decent job on this in my opinion.

Does the autostart folder no longer exist in KDE4?  KDE traditionally used a system similar to Windows... it was always in ~/.kde/Autostart.  If it works like it used to, you just drop a copy of the .desktop file or symlink to the one in the menu location.

Yeah, that I know from playing around with 7.10 for so long.  But in
Kubuntu there isn't anything for managing startup applications.  And,
incidentally I no longer need to use Desktop Drapes, because KDE has a
desktop wallpaper slide show feature which I find really neat.  Does
anyone else know how to setup a program to start when you login?
