I've used Peak to Peak https://www.peakpeak.com/index.cfm? Internet for the
past several years, not including the brief time I lived in an apartment
complex that cannot handle DSL.
They are very open-minded when it comes to non-windows OS's and when I first
signed up with them, they sent me all the information I needed to change the
settings on my Cisco DSL router to make it act as a NAT server for my
household. I've never had any problem with them, and they've even offered
advise when I wanted to replace the cicso and add wireless.
I've also never seen any kind of traffic shaping, or warnings about
downloads (I use Bittorrent a LOT).
Given that, you will have to either go with dial-up, or pay Qwest as well as
them, but for me, it's the perfect option.
