I am sure there are other options out there, but I have used

in the past to take a directory (or more) set of photos and make
them into a playable DVD.  You can overlay soundtracks as well,
and it can even do random fade effects, plus menuing, chapters, etc.
You'll have to grab the latest as the one in the gutsy repository
is missing some of the cool (eg. Ken Burns) fade effects (and
haven't checked the hardy version yet).

This is what I use to do family vacation or yearly DVDs for the
grandparents.
