[CoLoCo] Possible job - very low pay

I was asked today to come up with a solution to a problem and I can't. I
thought maybe one of the many computer geniuses on this list might be able
to. Any help would be rewarded with much admiration and bragging rights and
maybe even beer or coffee. How you can pass up an opportunity like this?

Here's the deal:

Our school runs a NCAA play-off pool each year and the guy who used to do
this got fired. We don't have the form he used and need to come up with a
new solution. I think he used an excel sheet but I think for what they want
setting up a website would be better. We will deal with getting it hosted
but we need help with determining the actual best solution and possible help
building it - I'm no web guru.

In short, each person will create an account and then be given access to a
playoff tree with 32 teams on each side and winners from each round
advancing towards the finals. the admin should be able to enter the 64
initial teams (this will be used each year so editable is good) and have
this propagate through the tree. The users will pick their winners for round
1 and those choices will then become options for round 2 which they will
choose again, on and on until the finals. Each round will be assigned a
point value and the users points will update as the admin goes in and marks
the winning teams for each round. If this could all be done with dropdowns
or something that would be cool.

We have a temp solution for this year so there is time.
