hibernate/suspend are (nearly) always tricky with Linux, and there are
even some reported Windows failures with Dell Dimension 4600i!!!

Not quite enough information.

1. which version of ubuntu?
2. have you updated your packages?
3. It would be helpful to have the output from the following commands
to determine the specific peripherals involved. Run these in a command
window.
    lspci
    lsusb
4. Do you get any error messages when invokign suspend/hibernate.

Google reports some bugs with Dell Dimension 4600i and ubuntu, but I
can't tell whether they are applicable to your situation without more
data.
