Am I correct in summarizing that the implication is that Marc ignored
a 100% reproducible failure, i.e., there is /absolutely no/ path in
the maintainer scripts that would not have given the reported
symptoms?

I'm not attempting to apologize for the responsible parties. I'm
pointing out that mistakes, even annoying ones, happen. We learn from
them instead of harping on them.
