Well, technically it's quite legal, but the local telcos would try to have you shut down for infringing on their customer base. There's actually a legal case going on right now between a city government that wanted to offer mesh WiFi and a cable company in the area.

Seriously though, looks like a great idea, though I wonder what sorts
of troubles one would run into trying to do something like this here
in  DC (legal and with authorities)
