@Michael - your biggest misconception as I see it is that a non-developer is mandated to do the testing step.

Because you wrote "bugs are passed on to the development community" you appear to me to be unaware of that.

Let me get this straight, Ubuntu has an official bug reporting system,
but bugs reported to it aren't taken seriously or passed on to the
development community.

Who's the bigger fool here?
