Here's my take:
-Weekends: It's the weekend and most people don't want to do much.
Sunday especially is Church for some, and some people's veg out day.
Probably not a great time for IRC meetings.
-Weekdays: People work all day, and come home and chill and relax and
browse the internet. This is where you'll have the most people IMO
willing to idle on IRC or be on IRC for a little while.
Monday - Thursday nights would be my best guess as to better times to
have a meeting.

We have a great team here, and a very easy way to promote Ubuntu
through festivals and community events. This is a definite yes.

1 - "sell" the ease of Ubuntu, the "free" of ubuntu (freedom, price,
community assistance). Participate in community events.
2 - Be the first point of contact for Linux issues in the Metro DC area
3 - Promote methods of getting deeper into the Ubuntu experience with
members who have expertise.
4 - Ultimately bring those with the most interest into Ubuntu membership.

Absolutely, as I find available time, I'll put my efforts into helping
this be accomplished.

Comments:
The amount of time everyone will have will vary more than the stock
market. This is the ultimate hurdle for any community group like this.
When arranging anything, you need to find methods that grab peoples
attention and at many different time intervals. Promote and reiterate
areas where information is stored (where to find meeting logs, how to
connect to #ubuntu-us-dc, who's the expert in bug
triage/packaging/etc...).
How we get there, could be a very difficult task, and I feel like I'm
a great idea source and when I don't have time for task work so feel
free to use me in that regard.
Thanks,
~Brian
