NetworkManager does indeed seem to be the problem.  I installed wicd
(http://wicd.sourceforge.net) and was able to connect to my WPA enabled
router without issue.

I seem to recall NetworkManager not working with my intel 2200BG based
laptop and WPA either, FWIW.
