LoCo Approval Application

Their extreme arrogance notwithstanding, it wouldn't hurt us to apply and
become an official Loco team. There are no cons to applying for Loco
Approval (except Martin's pride and dignity being ruffled a little because
we had to submit to them :) but i think we can deal with that.) So I am all
for us applying. Show of hands if you want us to apply for Loco approval.
