[ubuntu-us-mi] setting proxy in Ibex 8.10

I've set the proxy in 8.10 using System > Preferences > Network Proxy.
 That seems to work just fine for Firefox.  However, that doesn't seem
to work for synaptic or apt-get.  Am I overlooking something or is
this a bug or something else?
