I'm a *geek*, not a nerd. :)  But no, since this is a quasi-legal document
(more legal than technical) it should start counting articles at 1 just like
all legal / bylaw documents do (1, I, i, or something along those lines, but
one - not zero just to be funny).

If you're creating a serious document, it probably should be laced with much
(or any) geek/nerd humor that might cause confusion to a non-geek/non-nerd
reading it (ala a lawyer or other legal professional).
