You've got a couple options:

1) Free and Open Source with Qemu

I've used it, it works well with XP, but I don't know that it's
working with Vista yet.

2) Free and Open Source with KVM (Kernel Virtual Machine) on supported chipsets
https://help.ubuntu.com/community/KVM
Haven't used it, but it's supposed to be cool.

3) Free but closed source

I've used it and it works well. More options than Qemu.
