UBUNTU: Washington Team IRC page proposal.

Hello Washington, I am new to your Team. I'm in NorCal at the moment
although I lived in the Northwest for a while. I'll do a proper intro later.

Here is an idea to get some new-members to join, a draft of an easy page for
IRC

What else can be removed?
What should be added?
