How to report feature requests ?

Now that Ubuntu is my home sweet home, I would like to send feature
requests everytime I happen to feel something is missing or not
complete, so as to participate in making future versions of Ubuntu
'better', or at least more polished, with more GUI system tools,
functionalities etc.

But what is the best way to be heard ? 

Should I send mails to this list with the words "feature request" in the
subject line, or should I use bugzilla, as I am starting to gather that
it is not only used for filing real bugs, but also commonly used to
request features ?
