There are two factors here;  Ubuntu ships with 'powernowd' (works with all
processors that have power-saving, not just AMD chips) which attempts to
keep the CPU speed as low as possible for the work you're doing.

This is done to preserve both battery-life and heat-issues;  whilst still
giving you the full power of the CPU when you need it.

The second part, is that it is only possible to control the CPU speed if the
correct modules to support /your/ processor are loaded successfully.  This
is being worked on for Hoary at:

On some platforms (PowerPC) the support should already be in there.
