TV card & Ubuntu

BT8x8 chipset would be the thing to look for. I've been using a
Hauppauge WinTV 401 since 1999 (the same card, in fact) and it works
better in both Mandrake 10 and Ubuntu than it ever worked in windows.
All I have to do is install ubuntu, click the TVTime icon, and tell it
to "find stations."

There is a bug in the latest version of TVTime - when used with gnome
it doesn't properly redraw the overlay field so you can "wipe away the
picture" by dragging another window across it. This is pretty easily
solved (for now) by either moving the open window to another desktop
(which I do) and muting the volume rather than closing the window, or
by running Xing before opening TVTime. 

Anyway, it's a minor bug that's already been patched in the next
release. Other than that it works perfectly in linux, and always has. 

Now windows... not so fun.
