preferred method of setting up dialup

I think you are being dramatic.  There are already several fine GUIs
around for dialup (Gnome-ppp or the modem-lights applet to name two). 
The problem is that they are not well integrated in Ubuntu.
This is not surprising since Debian is a network repository based
operating system.  It is hard to find a Debian developer who does
her/his work through dialup.  This is reproduced in Ubuntu where a
modem connection is treated just as if it were a DHCP connection (who
dials the internet on boot?)

I think it is just a matter of tweaking the tools that are already
available.
