If glxgears runs opengl is working.  It might not be working to it's
best ability but it's installed ;-)

Xorg i830 on a Dell latitude C400 (1ghz) gives me 500-700 fps on
standard size and 100-150 at 1024x768ish (window maximized on 1024x768
hoary gnome)

I get terrible performance on many opengl games but on stuff I have
developed myself in crystalspace I get very reasonable performance for a
subnotebook with no real 3d hardware.

I think the reason people use glxgears to judge performance is it
appears to exist on almost every opengl install so people can judge
performance across different platforms.

As the intel graphics hardware is not really for games but for blitting
2d windowing systems you can't expect to get the same performance as a
blistering 3d carded desktop system.
