xfree86-dev?

I was looking through the universe repositories and i cant fint any 
development files for xfree86. I want to compile xine but without the 
development files it won't play video. I'm guessing since xfree86 for 
ubuntu is heavily patched debian versions won't help me out here. So are 
there any xfree86-dev files anywhere?
