mailspool error running Mutt

When running mutt for the first time under a newly-created user (via
the Gnome "Users and Groups" utility), I'm getting the following
error:

/var/mail/$USERNAME: No such file or directory (errno = 2)

where $USERNAME is whatever user was recently created. 

It creates the `/home/$USERNAME/Mail` directory without issue.
Shouldn't the Gnome "Users and Groups" utility create the mail folder
automatically in var?
