| I know my monitor can do 1280x1024 @ 75Hz but it still is at 60Hz.

Values for HorizSync and VertRefresh rate can't be changed arbitrarely.
For 1280x1024 at 75Hz you need at least:

HorizSync 30-85
VertRefresh 50-75

probably the -85 needs to be increased. Keep an eye oin /var/log/XFree86.0.log
that will tell what the video card "thinks" about the monitor.
