I can reach http://ubuntuforums.org/ without problems. But a notice on
the website show this:

We just finished the process of moving the forums to another server.
DNS should be all propagated within 24 hours, please bare with us as
we make these changes.

It was posted 'Today at 12:02 PM'

I guess you're having some DNS problems that should resolve themselves
by waiting :-)
