Why is Ubuntu's kernel 2.6 better than FC3's one?

Thank you so much for your help.

What is troubling me is that Fedora 2 and 3 both have 2.6 kernel, and 
Utopia is used in Fedora 3. But what could be broken with that, if the 
same USB 2.0 HDD device works in Windows XP, Fedora 1 (2.4 kernel) and 
Ubuntu (which has 2.6 kernel), and not work with Fedora 3 with a more 
modern kernel than Ubuntu (they have 2.6.9) ?

Also, the rescan-scsi-bus.sh is used for kernel 2.4 as the URL you gave 
me says. My /dev/sda has partitions like /dev/sda1, 2, 5 and 6, but it 
won't mount them in Fedora.

Is there any Ubuntu kernel developer in the list? I wouldn't like to 
subscribe to the developers' list to trouble them with my user question...
