This is normal for a default installation of Ubuntu.

Rather than have a root account for administration, the idea is that you 
use the 'sudo' (super-user do) command when you need to do 
administration.  This command asks you for a password, which is your normal 
one, not a special root one.  You can set this up so that different users 
have appropriate levels of power to change/damage the system.  The first 
user created has full root powers via 'sudo' by default.
