Detection of blank media in CD Drive

This is reported as

Since I cannot reproduce this, can you please help me by exercising
the debugging steps that I explained in the bug (with an unofficial
hal debug package)?

The bug also contains a safe quick fix for this bug, but I don't want
to use it as the official solution.
