There are two sorts of kernel updates: ones which just fix small bugs
and change the version, and ones which change the kernel's ABI (binary
interface), via adding or removing members from structures, functions,
etc.  When the ABI changes, all modules must be rebuilt.  So it's only
upon ABI changes that linux-restricted-modules has to be updated.
