Powernowd and laptop.

Every time I start my laptop (emachines 6805 64 bits 1.8 Mhz - VIA
chipset) without AC power, the system does not scale according to the
CPU's usage.  This is related to the fact that $ cat /proc/cpufreq
presents the following output:

          minimum CPU frequency  -  maximum CPU frequency  -  policy
CPU  0       800000 kHz ( 44 %)  -     800000 kHz ( 44 %)  -  userspace

after having started with battery.  Even after plugging the AC adapter,
the problem persists.

If I start the system with the plugged AC adapter, scaling works without
a problem.

My Ubuntu Hoary version:

Linux version 2.6.10-5-k7 (buildd at terranova) (gcc version 3.3.5 (Debian
1:3.3.5-8ubuntu2)) #1 Tue Apr 5 12:56:05 UTC 2005

I did some bug tracking for this fault before, but it disappeared after
some distro updates.  Unfortunately the fault reappeared now, and I want
some community information before trying to start a bug report.

Any information about this?
