Can't post new tread in Web Forum

I obviously don't post from the forum very often as I am on the list,
but ever since I started posting on the forum since Warty 6 months ago,
I have lawyas noticed this problem every now and then, seems to happen
randomly, never understood what the problem was.... so I just live with
it, assuming it's some kind of bug in the forum...
