During a "server-expert" install you are prompted to create a root
account. I take it Ubuntu has made the decision that desktop users will
be less experienced in administration tasks than one who installs a
server. And in the majority of the cases they are probably right. The
"sudo" policy is probably a good one. Those who know enough about how to
get around "$ sudo command" can do so, while those less experienced users
are forced to spend less time as root and are less likely to forget
their "root" password since they don't have one. That's my two cents
anyway FWIW.
