Just FYI, this is also accessible from the Users and Groups
administration control panel. Just select the user in question, press
"properties" and select the "User Privileges" tab. There's a checkbox
for "Access to CD-ROM drives." I tend to prefer using the commandline,
but the GUI tools are getting pretty nice.

Of course, either way, the changes won't actually take effect until the
next time the user logs in, due to the way groups currently work.
