Windows "popping under"

There is an easy way to prevent this annoying behaviour. When you expect a
dialog box, don't go back to work in the window until the dialog box comes
up. If you go back to working in the parent window then this is a feature
because a dialog doesn't suddenly popup distracting you, and if you want it
it's the window that has bold text in the window list bar. If it
doesn't work like
that it's a bug a should be filed.
