Side note development

I there everyone, I'm working on a cute little configuration tool to use 
with linux, and now, i want to add a GUI.

I first thought about using gtk+, but i wonder, on distro without Gnome, 
i don'T think gtk is there, is it?
Then i thought about maybe using Gecko and provide html-like code for my 
interfaces, but gecko itself seems awfulle complicated and the mozilla 
activex control seem way overkill in size and functionnality.

So my question is: What is a good, almost sure to be there or really 
light-weight, library/wiget/control/whatever to make graphical windows 
in linux?
