Assuming you're talking about the weather applet for the gnome panel, 
you might try looking in the gnome menus under:
system -> preferences -> network proxy?

I'd guess this is where proxy setttings are specified for gnome 
applications.

You can specify "direct internet connection" here (no proxy).
