w3-dtd-mathml: Please update to Mathml 2.0 2nd edition, 2.0 is very old!

What the package currently provies is "MathML 2.0".  I'd like to see "MathML 2.0, 2nd ed." packaged for debian.

In my project gNumExp, I have created a simple makefile to install this DTD,
including commands to register with libxml catalog:

Another issue with current package version that must be fixed is the lack of
the appropriate delegates in /etc/xml/catalog.  My makefile solves that
problem..
