Yep, it does that.

It does differential backups but I think when it determines a file needs
to be backed up it saves the entire file. I could be wrong though.

The only feature that Bacula doesn't have that I wish it did is secure
transport of the backup stream from client to the storage daemon. I seem
to remember that they were working on integrating SSL.
