adventures with anacron

I have warty installesd on a laptop.

Coming from RH/FC I was so used to anacron working 'out of the box'
that it took some time before I realised that no cron jobs were ever
running. Looking at the cron/anacron configuration everything appeared
to be ok *but* anacron itself was not installed.

So I apt-get installed anacron but while running on the battery so I got a
message that anacron would not be activated due to this (or something
like that).

I thought this would be resolved at next boot so I ignored the message.
This did not happen and I had to activate anacron myself after noticing
that there were still no cron jobs running.

I presumably should have gone directly to /etc/rcx.d, x=2,3,..., and
changed K11anacron to S89anacron. I don't remember what I did but 
anacron is working now however I have 2 entries in each /etc/rcx.d:
K11anacron and S89anacron.

So my questions:
-why is anacron not included in the base install
-after the base install was there an original entry K11anacron in rcx.d
-the available docs seem to suggest that cron mail will be delivered to
 root. Is this really so, the crontab/anacrontab files contain no MAIL
 entry.
-it seems that no cron jobs are run while battery powered (or have I
 not been running under battery power long enough to notice).
