Editing hdparm.conf

Thanks guys for your discussion. I should clarify a few things. The
objective of my original message was:
1) How to edit hdparm.conf to reflect the command line options that you
type thru terminal as sudo. I guess this is more important to me but
objective  (2)  is related to 

2) How do I get both my harddrives  to UDMA66

The specs of my harddrives are 

40gig Maxtor U/133 hdd

6.4gig Quantum Fireball CX6.4 (this should be UDMA66 from my patchy
website research but I am suprised I didnt think back then they had
UDMA66 on a 5400rpm

Now both these harddrives are on the primary channel with the Maxtor
hdd as master and the Quantum as slave. I have used a 80 pin ATA66
cable and my motherboard only supports up to ATA66. Maybe having an
ATA133 and ATA66 on my channel is causing some problems because even
when I pass the hdparm thru terminal I am not noticing any consistent
and significant increase in the transfer speed

Any help would be great, but maybe sounding a bit greedy, it would be
great if someone can write a general HOWTO about modifying. O'reily.net
had a little howto but they suggested to pass the command lines through
rc.local which is not present in Ubuntu
