gnome-panel: Window List applet buttons have to be clicked twice

Unable to determine if this is a "feature" for any reason.  When
clicking a button to bring another application forward it sometimes has
to be clicked twice. This happens when either bringing it to current
workspace or opening it on another workspace. The click is not totally
ignored.  It brings the focused window  out of focus and you have to click the button again to bring it forward. It seems to happen more often when the focused window has cursor in a input box. Such as xchat input box or firefox URL box.
