LaTeX (tetex) is missing psfig.sty?

Go to the part of the page headed:

Example: installing a LaTeX package

It gives step by step instructions for installation including where to
get the zip file you need (you use a search engine to search the ctan
database). I tried psfig.sty and it IS there. Make sure you follow the
instructions carefully as the tetex system cn be tricky.
