Manual Download of .debs

The modems aren't working because they're WinModems.  As far as I can 
tell, there isn't much I can do for a workaround for this.

Is there any place that I can find a script or something that would 
automatically download all dependencies or indicate the dependency tree 
that I could run on a Mac or Win box?  If there is, that would be 
awesome.  It would make manually using dpkg a lot easier.
