That certainly isn't what "-f" means.
"-f" means to try to repair a system that has broken dependencies, such
as if you had too much fun with dpkg --force-all. It's typically used
like "apt-get -f install", if you have broken dependencies and APT
refuses to work.
"-m" tries to continue on a corrupt package. It's not smart, for
obvious reasons!
As far as your dist-upgrade failing, it could just be that the package
hasn't been uploaded to mirrors yet.
