This sounds exactly like "apt-get build-dep <package>" and "apt-get
source <package>" to me. Once there was an effort underway to make it
possible to recompile the whole Debian system that way. Don't know what
happened to it. But usually it is enough to be able to recompile
individual packages, and this is taken care of by above 2 commands. See
"man apt-get"
