periodic mouse freezes/jumps on Hoary

I will try some of the suggested powernowd alternatives. If those fail, 
though, how do I prevent powernowd from starting up at boot time? (I 
don't actually think that sounds like a bad solution, since this laptop 
never goes off AC power and has a dead battery anyway.) I know how to 
stop it using /etc/init.d/powernowd stop, but don't know how to prevent 
it starting in the first place.
