I have done this with gconf-editor:

Start gconf-editor as root, via sudo of course ;-) goto
"/apps/nautilus/preferences/". There you must activate the checkbox
named "background_set". Then you can enter a default background picture
(key: "background_filename", enter a path like
"file:///path/to/your/rootbg"), or a default background color (key:
"background_color", enter a hex value like "#c00000").
