Stick the Ubuntu CD in your CD drive and reboot :) Make sure the you
machines BIOS is set to try and boot from the CD as the first drive to
attempt booting from while having your HD second. Follow the on screen
instructions, its pretty straight forward.

Ubuntu (and all Debian based linux distrobutions (distros)) have a
package management system called apt (Advanced Package Tool) that has
TONS of applications in it (actually in the apt repositories). Gramps
is in there and is easy to install via a simple command

sudo apt-get install gramps

or via the front end to apt called Synaptic. More on this when you get there :)

Of course.

Yes, you must either partition your single drive into a few partions -
some for Ubuntu, one for windows or get another HD.

Although I VERY much reccomend just getting a second hard drive so
that Windows can live on one and Ubuntu can live on the other.
