That's not a bad idea. The Ubuntu developer community is getting big enough 
that it'd be easier for individual teams to be able to manage themselves 
without needing to involve others outside the team. I may not be a developer 
myself, but I agree with your assessment that we need such a system in place 
to make membership to the Ubuntu development community a smoother process.
