I think that option is activated in Evolution if you have the package
"evolution-plugins" installed.
If it is not installed, then it means you don't have the package
"ubuntu-desktop" on your computer, and you didn't have it installed
when you upgraded from Hoary to Breezy. That's the downside of
removing ubuntu-desktop then doing a dist-upgrade later on: some
packages and functionality will be broken after the upgrade.
