Installing Gimp Plugins

I think libgimp and  freetype are in main but
if you are talking about gimp-freetyp then you
should follow the guide that you link to to dowload
it or ftp://ftp.gimp.org/pub/gimp/plug-ins/v2.0/freetype/gimp-freetype-0.6.tar.gz
and tar -zxf gimp-freetype-0.6.tar.gz
